Speight Marshall Francis had the privilege to contribute to a new haven for community learning that honors the legacy of one of Norfolk's prominent African American history-makers.

Speight Marshall Francis provided structural engineering and Agent 1 Special Inspections services for the library's design/build project. The single-story 11,500 S.F. library incorporates masonry bearing walls, steel columns and beams, and steel framing together with cross-laminated timber (CLT) decking over the main common areas.

The library, completed in 2020, showcases innovative designs that integrate with the community's unique needs. Its spacious indoors range from administrative offices to distinct literary collections for all ages. The modern computer labs, meeting rooms, program rooms, display areas, study areas, lounge, and other support spaces all foster an inviting experience for varied patrons.

This new building is the namesake of Richard Allen Tucker, a man of tremendous influence and resilience. Born in Norfolk in February 1850, he embarked on a notable journey of education and leadership. After attending Howard University, Tucker became a school teacher with Norfolk Public Schools in 1876. His dedication and passion soon led him to ascend to the role of rector (principal) of the Cumberland Street School, a significant milestone not just for Tucker, but for Norfolk's African American community. This institution, renamed the S.C. Armstrong School, marked the first African American school built by NPS. In recognition of Tucker's foundational contributions, a new school built in the 1940s was named the Tucker School, honoring his enduring legacy.
