Speight Marshall Francis served as Structural Engineer of Record for the Department of Military Affairs National Guard Readiness Center - 91st Cyber Brigade building. Designed to support the full spectrum of cyberspace operations, this facility is an integral part of the greater Fort Belvoir campus.

The 91st Cyber Brigade building is a 2-story, 41,162 square foot administration building. It has been designed with the capability to facilitate full-spectrum cyberspace operations efficiently. Given the sensitive nature of the operations performed within the building, the design process incorporated advanced anti-terrorism and force protection measures. To ensure the safety and security of all occupants, the design adhered to SCIF standards and Anti-Terrorism/Force Protection standards, as outlined in UFC 04-010-01, DoD Minimum Antiterrorism Standards for Building. Consequently, all spaces within the building are equipped with comprehensive security features.

To ensure uninterrupted operations and preparedness, the design includes essential features such as a full building backup/emergency generator, connections to existing utilities, and associated site work. These elements have been meticulously integrated to provide a seamless experience for the 91st Cyber Brigade and enhance their ability to undertake critical cyberspace operations. Furthermore, creating safe, sustainable, and comfortable indoor spaces for the DMA team members was a top priority. The design ensures an environment that fosters productivity and well-being.

Sustainable and Cost-Effective Design
In 2021, the construction of the National Guard Readiness Center - 91st Cyber Brigade building was successfully completed. Notably, in 2024, it achieved LEED Silver Certification, demonstrating the entire design team's commitment to sustainability. The design of the building incorporates numerous measures that surpass baseline code requirements, resulting in enhanced energy efficiency. Additionally, water use reduction technologies, low emission materials, and waste management strategies were integrated. These sustainable practices not only reduce the environmental impact but also offer long-term life-cycle cost benefits to the Department of Military Affairs.
